The 43rd PMSC and 42nd SEDM-CC Meetings of the SEDM process were held under the Albanian Presidency, online via VTC on 15 May 2020, due to COVID 19 pandemic restrictions.
SEDM countries, SEEBRIG Commander and representatives from international and regional organizations such as NATO, RACVIAC and UNDP SEESAC participated in the meetings, chaired by H.E. Mr. Petro Koçi.
During the 43rd PMSC meeting, SEEBRIG Commander BG Tudorică PETRACHE presented an update on SEEBRIG activities, achievements, future activities, financial and manning issues and future perspectives. The most critical elements of the briefing were SEEBRIG HQ relocation in Na-5 and the execution of the Exercise Seven Stars. The outbreak of the virus dictated new assessments and a decision-making was required. Furthermore DCOSSUP presented the SEEBRIG HQ relocation plan from Na-3 to Na 5.
Other programs, initiatives and projects were discussed in a fruitful atmosphere, friendly spirit, and mutual understanding
On 14th of May 2020, a team from SEEBRIG HQ attended the on-line Annual Interagency Interaction in Crisis Management and Disaster Response Conference jointly organized by CMDR COE from Sofia, Na-2 and NATO MILMED COE.
The aim of the online Conference was to provide a wide platform for information and knowledge exchange within the conference participants and subject matter experts.
The conference examined COVID-19 from multiple (military and civilian) perspectives (medical, economic, political, and social, including gender) and disciplines to ensure that a comprehensive and inclusive knowledge of impacts is generated and shared among participants.
Some of the topics addressed by participants from BGR, HUN, USA, POL, GRE, JOR, ITA, NED include national examples (Bulgaria, Greece, Italy, Jordan and Poland) on virus containment measures; COVID-19 facts & myths, impacts on future missions and on security assistance; NATO HQ COVID-19 analysis and EADRCCs role; implications and opportunities in Emergency Preparedness Cooperation; economic impacts; psychological impacts; COVID-19 from a gender perspective, and education and training solutions during a pandemic.
Between 11th and 12 of March SEEBRIG HQ conducted Initial Planning Conference for SEVEN STARS 20 exercise.
Representatives from Na 2, Na 3, Na 5, Na 6 and NRDC-GR participated to this event providing their contribution to Exercise Planning Process.
COMSEEBRIG BG Tudorica PETRACHE welcomed participants and asked all to put their efforts for the accomplishment of the aim of this conference which is a critical milestone event of SEVEN STARS 20 exercise.
The agenda of the conference was focused on several aspects like Memorandum of Understanding and Technical Agreement Development, Scenario, Exercise Structure, Operation Planning Process, CIS, General Logistic Concept, Real Life Support and Manning Expectations.
An important contribution in the conference was provided by Na 5 and SIMCEN representative LTC Mile MARKOVSKY who stressed the importance of permanent coordination between SEEBRIG HQ and Na 5 in order to conduct an efficient Exercise Planning Process. The two working days of the conference concluded with a way ahead overview related to the Main Planning Conference.
In the end of activity COMSEEBRIG BG Tudorica PETRACHE thanked all contributors and expressed his high expectations regarding the development of SEVEN STARS 20 Exercise Planning Process.
The South-Eastern Europe Defence Ministerial (SEDM) Meeting Bucharest/Na 6, 16 October 2019
Ministers and representatives from SEDM Nations, the SEEBRIG Commander and observers from NATO HQ, UN Office in Belgrade, RACVIAC – Centre for Security Cooperation, and the United Nations Development Program (UNDP/SEESAC) participated in the meeting chaired by H.E. Petro Koci. They focused on promoting enduring peace, stability and security in the region of Southeastern Europe (SEE) as well as the achievements of SEDM process.
The 42nd PMSC and 41st SEDM-CC Meetings of the South-Eastern European Ministerial Defense Process were held from 17th to 19th September 2019, for the first time under Albanian Chairmanship, in Tirana/Na-1. The SEDM nations, the SEEBRIG delegation led by COMSEEBRIG BG Tudorică PETRACHE and a representative from RACVIAC participated in the meetings.
The current chairman HE Mr. Petro Koçi conducted the activity in a friendly manner and environment and presented the vision and priorities of the Albanian Chairmanship.
During the 42nd PMSC meeting, the SEEBRIG Commander presented a briefing with a summary of the SEEBRIG’s activities from the last PMSC meeting, future activities, Annual Plan 2020, Budget Plan 2020, Medium Term Financial Plan 2020-2022, Action Plan regarding auditors observations, the new SEEDRO Concept and manning issues. All abovementioned documents and the SOP 801 Amendments were endorsed by the PMSC and they are to be submitted for approval at the upcoming SEDM Meeting in Bucharest, Na-6.

On 12th of June 2019, Commander of SEEBRIG, Brigadier General Tudorică PETRACHE participated in the SEDM Deputy Chiefs of Defence Meeting (DCHOD), which took place in Skopje/Na-5. The participants were informed about the achievements since the last DCHOD meeting and also future activities, medium/long term projects and concerns of SEEBRIG.
From 5th to 6th of June 2019, SEEBRIG Commander BG Tudorică PETRACHE, participated to 7th Annual Interagency Interaction in Crisis Management and Disaster Response Conference, which took place in Sofia. The conference, organized by Crisis Management and Disaster Response (CMDR) Centre of Excellence from Na-2, brought together matter experts, researchers, educaters, planners, developers, business and industry representatives, advisors and various actors from NATO, EU and other structures and organizations.
SEEBRIG representative LTC Dobril RADOSLAVOV (Na-2) took part in an expert-led workshop organized by the OSCE High Level Planning Group (HLPG) in Vienna, Austria from 5 to 6 June 2019. The workshop “Planning Measures for Environmental Protections in Peacekeeping” brought together experts fromrange ofinternational organizations and MoDs– OSCE, United Nations, Multinational CIMIC Group, SEEBRIG, United Kingdom, Sweden, Ireland. The facilitated focused discussions were aboutlessons learned and innovative practices and proven technical development in modern peacekeeping.
