Brig. General Virgil Bălăceanu was born on May 13, 1956 in Mioarele, Romania. He has a PhD in Military Science and a Master’s Degree in Strategic Studies from the United States Army War College.
His military education includes Land Force Military Academy “Nicolae Bălcescu” (1975-1978), Joint Military College, Bucharest (1988-1990), and US Army War College at Carlisle, Pennsylvania (2000-2001). In addition he attended a 6 month course on Military Training Assistance Program, Canada – 1996, a 4 month course on Defense Resources Management Course, Monterey, California, US – 1997 and a 4 month course NATO Executive Master Course – 2003.
He also has a civilian Bachelor Degree in History and Philosophy.
He was commissioned in 1978 as infantry lieutenant and was assigned first as subunits Commander, Battalion Chief of staff, Battalion Commander, Regiment Chief of staff, Regiment Commander, Brigade Chief of Staff , two times Brigade Commander and Deputy Military Representative to NATO .
On February 2006 he was promoted to the rank of Brigadier General.
He has been appointed the 5th Commander of SEEBRIG/MPFSEE since 1st of July 2007.
He is married and he has one son.
